We approached this from a different viewpoint.  We have what we call a Healthy Worker Policy which hopefully emphasises the positive aspects, rather than the negative. Under this umbrella we then have the policies for Drugs and Alcohol, Bullying and Harassment and also Stress. We had a working party which included Occ Health, Human Resources and Health and Safety.  Although we did not involve the unions in the working party, we kept them informed at each stage and have their full support.HR administer the policy but we are involved in the testing, and more importantly in offering help when required. At the moment we just do testing " for cause" although we are giving some thought to testing after accidents.

We have a D&A policy but it is an HR policy, which needs to be for enforcement and discipline. However OH do the testing  during office hrs, and an outside company other times. Most people in the company accepted it without any trouble, but it did go through the unions. good luck
