Yes but its absence, if the post advertised else where, needs to be well
known enough with all agencies who advertise posts, that the absence
means 'NOT APPROVED' OR 'not fit for human consumption'

I like the Kite mark idea - perhaps it could be very explicit:

"This post is advertised at below the recommended rate"
"This post is advertised at or above the recommended rate"
