The Laser Foundation has done just what you suggest. We had 2 seminars last year for 'tomorrows leaders', i.e. those who will be leaders and chiefs in a few years, and are (in the main), 2nd tier now. We followed this up with a 24 hour seminar recently, looking at the public library sector in 10 years. It was excellent, with each of the delegates (only 10), really thinking blue sky, and we hope to produce a manifesto. The external facilitator was quite brilliant, and this helped the group be very creative. The Laser Foundation will be at the Summit and will hope to make a contribution, but it is a large forum, but it does show the DCMS are taking the sector seriously.
