ONE THOUSAND COMMENT ON PROPOSALS FOR OPENING UP LIBRARY AND INFORMATION PROFESSION

Overwhelming and positive” response, but CILIP moves to clear up misunderstandings over voluntary revalidation of Chartership 

Almost 1,000 individuals and organisations responded to proposals for CILIP’s new Framework of Qualifications, to be introduced in Spring 2005.  Designed to allow for multi-entry points into the profession, and progression routes that cater for differing portfolios of experience and qualifications, the proposals have been based on research and analysis of the skills and competences needed by staff working in library and information services in the 21st century.

Describing the response as “overwhelming and positive”, CILIP’s Head of Membership, Careers & Qualifications Marion Huckle added that “many respondents took the time and trouble to provide helpful additional comments and observations, all of which will be considered as work goes on.”

However, some of the responses indicated there was a misunderstanding about the proposed voluntary Revalidation Scheme, for Chartered Members, based on continuing professional development.  “Members who were not in a position to take advantage of the Scheme were concerned that it would not be possible or appropriate for them to stay in Membership,” Marion Huckle explained.

“We would like to reassure these people, and indeed anybody else who may be considering joining CILIP, that the scheme is voluntary,” she continued.  “Clearly CILIP hopes that all Chartered Members will wish to participate, and take advantage of the opportunities that revalidation provides, but it will be for individual members to decide to join the Revalidation Scheme.”

The Qualifications Framework has been developed in response to a statement in CILIP’s Corporate Plan 2002-2005 that CILIP must “provide Members with the means to ensure that their expertise is recognised by the wider community, and to enable them to extend that expertise, so that they can remain abreast of new developments and compete effectively in the employment marketplace.”  It introduces a Certification Scheme for Affiliated Members and a Revalidation Scheme for Chartered Members. The consultation period on the Certification and Revalidation Schemes ran from 1 December 2003 to 31 January 2004, and the responses will feed into the development of Regulations on Certification, Chartership and Revalidation that will initially be presented to CILIP Council in April.
