Members' may be interested in the official Scrutineers' Report for the postal ballot on subscriptions. The Scrutineers were appointed by the AGM itself and were: Margaret Watson, Sheila Corrall, and Bob Hellen. In addition Alison Jobey, a scrutineer appointed by CILIP Council to oversee counts for elections also presided and acted as Chair of the Scrutineers. In addition to the information in the Scrutineers' report (but reported to them of course) you may wish to know that we issued 60 replacement ballot papers and that there was a discrepancy of 13 in the number of ballot papers returned by the distributor compared with the number that should have been issued (i.e. 13 members would not have received papers). In addition we noted from the discussion list that three members complained of receiving more than one ballot paper, amounting to 4 extra ballot papers in all. In total this amounts to 77 recorded errors (although some of which may have balanced each other out) or 0.4% of the ballot papers issued. There may have been others that were not reported to us. We will be discussing this issue with our distributors in the near future.
In addition to the above we had a number of people complain to us that they had not received ballot who were not eligible to vote. In the main this was because they had not paid their subscriptions by the 1 May, after which Members lose the right to vote during that year. There were also a few who were Affiliates and, because of a ruling by the Privy Council, are not allowed to vote at AGMs or associated postal ballots.

POSTAL BALLOT ON CILIP SUBSCRIPTIONS
We, being Scrutineers appointed by Council under the Byelaws to supervise the postal ballot on CILIP subscriptions declare the result of the ballot to be as follows:
The number of voting papers issued: 17,643
The result was:
Option 1 flat rate with concessions by 2008 3880
Option 2 income-related system with 1124
inflation increase
Number of ballots returned 5022
Disqualified before opening envelope 0
Disqualified after opening envelope 18
Percentage Returned 28.6%
Therefore we declare that Option 1 is carried.
