To quote the full context from my original paragraph:

"Simplifying the collection of subscriptions and giving all CILIP
members the opportunity to pay by instalments, would be a step in the
right direction. It is a win/win situation, as the cost which is
difficult to meet in one go, if you personally have to pay for your
membership, can then be spread out, everyone will be able to benefit
from the early bird discount, subscription payments become manageable
within a person's budget." 

It is not an assumption. This was the information provided at the AGM.
Under the flat rate proposals, anyone paying their subscription in
instalments by direct debit would benefit from the early bird discount.
Please read the subscription amendment proposal papers and look at the
Treasurer's presentation (point number 3 on the second PowerPoint slide)
on the CILIP website:
