Northumberland's criteria are that not only should the customer be housebound but there must be no relative or carer able to visit the library on his/her behalf. That said, as an assessor myself, I interpret the criteria as loosely as possible! It all rather depends upon whether we've got sufficient volunteers to actually deliver the books.
