Tim Coates, once described as "the best book-seller in England" is the
author of the controversial Libri report entitled "Who's in Charge:
Responsibility for the Public Library Service". In it, he describes the
'sorry' state of public libraries and suggests how their 'terminal'
decline could  be reversed in order to make them more relevant to the
needs of 21st-century users (and non-users).

He will discuss the issues related to local councils' management of
libraries and explore the lessons to be learned from his findings.

The report was much criticised on this list - so here is a chance to
confront the author!

CILIP in London evening meetings are free and open to all with a
professional interest in the topic.
