Would be interesting to see it listed in terms of the numbers who voted for which choice in terms of the overall membership though. If 20,000 members is right then you could also say: 74.89% of members don't care enough to vote 19.4% want the flat rate 5.62% want the existing system and 0.09% spoiled their paper. In the wider viewpoint (but obviously not in terms of the actual votes cast) it doesn't make it look so much a clear vote of confidence. More one of apathy, but then that's the same as our political system.
