I'm now in the middle of writing my development statement and having seen an
example of a successful submission I am wondering how 'hot' on the 4000 word
limit are they?

It quite clearly states (twice) in the 2002 regulations that the written
statement:

- should not exceed 4000 words;
- There is a maximum permitted word length of 4000 words ...

Yet the example I have seen had over 5000 words by my estimation.  I am now
confused, and a bit miffed as I know I'll have to do a editing job to make
sure mine comes in under the limit (better than having to rewrite though!).
