POSITION: Manager, Reach Out Refugee Protection Project
This is a fixed term post in a Federation hosted project.

LOCATION: Secretariat, Geneva

POSITION SUMMARY: The overall goal of the project is to enhance, refugee
protection  awareness,  knowledge  and  skills  of  those  within  the  Red
Cross/Red Crescent Movement and NGOs who work with refugees, and to improve
understanding  and cooperation between the Red Cross/Red Crescent Movement,
NGOs  and  UNHCR  thereby seeking to improve protection for refugees.  The
manager  is,  under  the  direction  of  the  Reach Out Working Group (WG),
responsible  for  the  management  and achievement of the objectives of the
project.

Responsibilities:

1.    Operate under the direction of, and report regularly to the WG.
2.    Agree a rolling work-plan and budget for the Project with the WG.
Produce financial and narrative reports against the work-plan and budget in
accordance with a schedule and format agreed with the WG.
3.    Produce and implement a strategy to phase out the Reach Out Project
by 30th November 2005.
4.    Ensure the development and updating of the Reach Out training
materials.
5.    Ensure delivery of Reach Out Training Workshops in accordance with
priorities agreed with the WG.
6.    Develop and implement a funding strategy for the Project, including
the preparation and submission of funding proposals and production of
financial and narrative reports in line with contractual requirements.
7.    Represent the Project, consult and liaise extensively with
organisations interested in refugee protection, in particular UNHCR, NGOs,
Red Cross and donor agencies.
8.    Manage and supervise project staff, as well as any consultants that
may be employed.
9.    Undertake other tasks as reasonably assigned by the WG

QUALIFICATIONS and EXPERIENCE: More than 5 years field experience of
refugee protection with UNHCR and/or NGOs.  Extensive experience
coordinating work with NGOs, UN, Red Cross and donor agencies.
Strong strategic planning , project management and financial management
skills.   Ability to work independently. Training experience strongly
preferred.  Fluency in French & English, other languages an advantage.
