Hmm not sure I'd agree really, texting isn't a very effective method of communication and can have RSI implications. The student will need to contact service users direct, a mobile would not answer this problem.
I am researching this further and if enough people are interested I will post our recommendation here.

Local social Work team with Deaf people have just gone through  the options and they are pretty much as everyone has said. Best option is for the student and the office concerned to be supplied with a mobile phone for the duration of the  placement
