We have produced some guidelines on filling in the Housing Benefit forms for students in Halls of Residence. Please email if you would like a copy.
 
They were written with the Southampton form in mind: I have made them as generic as possible, so may need some 'tweaking' for local variation.
 
The forms are avialable from your local council.
