I believe that some organisations sell past papers for the purpose of
revision etc. and so release may infringe on either copyright or
commercial interests.

Are you saying that 11+ papers never change on a year by year basis? I
can't see any problem - have recently sat a PRiNCE2 exam and I was
provided with previous test papers for revision purposes. Admittedly
when I submitted my exam I was not allowed to keep the question
paper..or am I being niave?
