Sorry I had to do a double take there, you mentioned the government and
common sense in the same sentence no wonder I am finding this thread
incomprehensible!

Once again the problem with Council Tax comes from S17 of Schedule 2 of
LGFA 1992. Common sense - in Clapham or elsewhere - says that the
government should have sorted that out by now. Perhaps they think that if
they did then we'd have nowt to talk about :-)
