II would say that it is a tax. It is many years since it has had any relationship to the amount of money that the BBC get. It is now just put into tye general government pot and they decide separately THE LEVEL OF bbc FINANCE. I would say therefore that section 29(c) is not valid and that the TV licence people have no right to such information. Also I would ask what use the information will be? Do you hold whether or not the student has a TV? Can this information be used to determine that the student watches TV owned by them? I think not.
