I did chuckle.  Not just at the IC's comments but also the analogy that ID 
cards are the same as loyalty cards.  No, I don't have any of those either.

Presumably then the government will give points each time you use the ID card 
to access benefits, council services, hospital treatment and (eventually) 
apply for credit.  Double points would be available on special offers like 
presenting your ID card to a police officer.

The points could be used to reduce your tax bill (already a discount of £250 
is available for doing your tax return on the Internet) or against the cost of 
medical treatments not available on the NHS.
