Thanks to all for responses on this one.
Im currently questioning the lack of delivery of first principle obligations in an examination management process. As a consequence no baseline is created for appropriate security and disclosures. If the fair obtaining notice is absent then default disclosure position should be none unless disclosure supported by statute.
