It was a requirement; I would have avoided it otherwise. Why Parliament made it a requirement, I would not care to speculate! No, I don't think so except that students have the choice of which register like anyone else. I think that their names would appear on the register once we had provided them. (But that's a memory of discussions some years ago.) Issues which I had difficult with were mainly round nationality and hence eligibility. The ERO had not taken these issues into account and we had to agree some formulation which did not register all our "overseas" students to vote in UK elections. But, as I say, this was some years ago. I'm sure that your local ERO, if they have a University in their patch, could give you chapter and verse, ditto whoever has to engage with this in each University. Plus not all resident students will be eligible to vote in the UK anyway - do you have to differentiate by nationality? Has the Robinson case and restricted access version of the ER changed the position at all? Even if there is some requirement to provide names / details of resident students for ERO to follow up - surely not the same as actually registering them on the ER?
