If this is a complaint by someone claiming to have been harassed at
work, it would not normally involve the whistleblowing legislation (the
Public Interest Disclosure Act). PIDA would only be involved if the
individual claimed that the harrassment was a reprisal against him or
her for having disclosed evidence of wrongdoing.
On anonymity - this isn't actually a requirement of PIDA. Protecting
the anonymity of a whistleblower would be a matter for the
organisation's internal whistleblowing policy rather than a statutory
requirement.
