I am not aware of anyone other than the police using CCTV just for the purposes of crime detection/prevention - most systems are also used to obtain evidence for ASBOs (civil offences) and/or recovery of civil damages. Some even use the footage to spy on their own staff (eg flexi-time, absences and to ensure compliance with policy). I would imagine the bus company would need the images for health and safety reasons as well as crime reduction.
