After some initial reluctance, our Monitoring Officer eventually agreed that
District Councillors needed to be registered in their own right. It was then
quite simple to have him bring a paper to the Executive Board recommending
that he act as the single contact point for all Councillor registrations (so
the annual registration fees get paid by the Council direct). We are just
now going through the process of getting individual Councillors to sign the
relevant bits of paper for the first time.

As you're just down the road from us, I suggest you get your Monitoring
Officer to telephone him and ask for a copy of the papers he prepared.
