Steve, You need to talk to the Democratic Services dept in your council. I'm involved in a similar complaint at the moment in that I want to make a submission to the Licensing Committee regarding an entertainment licence application in my street but as my neighbours have already been intimidated by the applicants I don't want my personal details (address) made public. Apparently it is a matter of policy that the committee 'will not consider any representation from persons not prepared to have their identity revealed' although I can't find any legislation which gives them the power to curtail my democratic rights in this way!
