You do this for new people by altering the description of the form where you
collect the data.  For existing members of the database you need to notify
them of your desire or intent to pass the data on.

You say "Have to".  Precisely how mandatory is this?

We have a statement on our enrolment forms where people tick a box to agree
to go on our database.  Part of the paragraph says that we do not pass on
personal details to third parties without their agreement.

we have recently become a learndirect link centre and we're also running an
employment service, both of which mean we have to pass the learner's name
and phone number on to these parties.  How do we handle this?  We can get
their verbal agreement, of course, but would prefer to formalise it more.
