What a wishy-washy option.  Using a satellite to track the tag.  I would
incorporate an electrical shock device that is triggered if they step outside
during a curfew or stray into an area from which they are barred. Or if they
tamper with the tag.

A few hundred volts should do the trick.  For car thieves the device would be
fitted to their right foot, thereby disabling their use of an accelerator
pedal.  For burglars, one would be fixed to each wrist.  As for sex fiends, you
can make your own mind up - erm, might that have the opposite effect?

For really persistent offenders, a small circular saw fitted to the inner
surface might be necessary.  A valid ID card would ensure they can get medical
assistance. ;-)
