Ive always understood NI number to have crown copyright.
Not aware however how the copyright owner grants a permission to non crown
users to use. (If they use without the copyright owners permission is the
use unlawful) Presumably all users have to have permission for their use in
some form. Then DPA comes into play.
Using as a membership number could well be less controlled in access terms
than simply storing as a data item within a database.
