Section 1 (2) makes it an offence for any person [without lawful excuse or
other lawful grounds] to intercept, at any place in the United Kingdom, any
communication in the course of its transmission by means of a private
telecommunication system.
It applies to any person.
Section 1 covers public systems and also apples to any person.
