They don't help much at all; but often policy is put in place to meet the
expectations of the public, not necessarily because it will have any
practical effect.

To get back to the original question, there was a great hoo-hah a while
back when Edinburgh council banned camcorders from school plays etc,
unless all parents involved agreed.  Here's one article on the matter:

Just last week or so, the Council have effectively moved away from that
position, and now say that cameras will be allowed; any parents who do not
wish their child to be filmed should say so, and the child will be given a
role off-stage.  Can't find an article for that though.
