s29 exemptions are intended for individual, specific, enquiries about
one individual. So if someone was already suspected of a crime, further
investigation can proceed (although it merely enables a disclosure if
the data controller wishes to, it does not mandate it). It's not for
fishing expeditions or general trawling, which this enquiry appears to
relate to.
ps. In any event it's my understanding that references to "tax" in Acts
of Parliament only refer to taxes (etc) payable to *central* Government
(in the absence of any definition to the contrary).
