I'm not certain it necessarily has to say anything.  Defamation is concerned
with preserving reputation and damage to reputation can be done without
words.  In the past red lamps hung outside houses (suggesting operation of a
brothel) and wax models placed in the chamber of horrors have been held to
be defamatory of individuals.  Old cases maybe but still good law.

IMHO circulating a petition against an individual's interests simply because
someone thinks he/she might be a paedophile is defamatory especialy where it
can't be justified.
