In general I think Lynne's analysis is correct. But we have to remember
that information in an Accessible Public Record, even though all or part of
it may be unstructured, still has to be disclosed for no more than the DPA
SAR fee.

So, any Health, Education, Housing and/or Social Services record (as
defined at s68(1)) is completely unaffected by the FoIA fees Regs published
last week.
