Indeed. And as this has been done within the first week at a new school,
there aren't any newsletters to have missed. Meanwhile, I've found the
school's brochure, and it doesn't mention the library at all (except
once in a list of places that teacher must be present). In particular
there's two pages regarding charges that might be levied (largely to do
with school trips) and that fails to mention the 5p per library book
(which is apparently the underlying "reason" for the ID).
