*** NEWS ARTICLE Electronic money: Commission consults on how the E-Money 
Directive applies to mobile phone services  (10 May 2004) The European Commission has published a consultation paper on the definition of when mobile phone activity involves the issuance of "electronic money", how the E-Money Directive applies to mobile phone operators and whether changes to that Directive are needed to better reflect industry needs and cover risks. The consultation targets mobile phone operators, other businesses linked to the mobile phone sector and consumers. It focuses on, among other things, the extent to which the rules applying to electronic money should also apply to prepaid phone cards.

*** NEWS ARTICLE A little less than half of EU15 enterprises have 
innovation activity  (10 May 2004) In the EU15 Member States, 44% of enterprises had some form of innovation activity between 1998 and 2000, and the vast majority of these, 93%, successfully completed an innovation during the period considered. Among the EU15 Member States the highest proportion of companies that had some innovation activity between 1998 and 2000 was recorded in Ireland (65% of enterprises), followed by Germany (61%), Belgium (50%) and Austria (49%). The lowest values were observed in Greece (28%), Spain (33%), Italy and the United Kingdom (36% each).

EU-US Workshop on performance assessment of Public RTD 
Programmes Brussels, Belgium This two-day workshop will serve as a forum for the EU and US research and development community to explore new approaches to improve the assessment of public RTD programmes performance. It is organised by the European Commission, in collaboration with the Washington Research Evaluation Network and the Office of Science of the United States Department of Energy.

*** 13 May 2004 Creating a dynamic e-business environment - Benchmarking 
the best eBusiness policy initiatives in Europe Barcelona, Spain The workshop is addressed to policy makers and SME support organisations with practical experience in training and coaching SMEs in the e-business field. The goal is to discuss the policy challenges ahead and to better understand what the success factors to bring SMEs to e-business are, as well as how to efficiently accompany them in the adoption of e-business. 
The main objectives of the workshop are: 
-To discuss the articulation between e-business, innovation and entrepreneurship; 
-To identify good policy practices to accompany SMEs adopting e-business;

EU Regions Ennis, Ireland This conference presents the PRELUDE project and its nine Digital Regions, a major European effort to boost regional applied research and innovation through public-private partnerships. It will also showcase the Irish experience, particularly Ireland’s effort to modernise its economy and the public sector through a visionary strategy making use of the opportunities offered by the Information Society.

Budapest, Hungary This workshop is organised by the New Work Environments unit of the European Commission's Information Society Directorate-General, in close collaboration with the MOSAIC Specific Support Action and the Central and Southeast European Innovation Area initiative (CEIA).The objective of this workshop is to prepare the launch event of the AMI@Work communities and the IST Strategic Objective 'Applications and Services for the Mobile User and Worker' projects on 7-9 June 2004 in Brussels.
