Hello all. We hit the same 'tools' problem today, with a user who had
removed the tools area being unable to reinstate it.  The function 'add tool
area' that should I think appear under 'manage course menu' seems to be
missing, and only some of the tools are offered individually under 'add tool
link', so tools such as 'digitial drop box' can't be reinstated individually
either.

However, I found in our case that the tools area could be reinstated by
creating another, new, course using the default template (complete with
tools area), setting it up to mirror the desired settings of the target
course, then using 'copy course materials into existing course' to copy the
SETTINGS only of the newly created course, into the course with the missing
tools. After a few seconds delay, that seemed to do the trick, and tools was
back on the menu of the course from which they had been removed.  This trick
might work for communications too?   However, installing the hotfix pointed
out by Mark sounds like a much neater and more scaleable solution, thanks
Mark!! (We are currently on LS 6.2.2 and have not applied this yet)
