I am contacting you on behalf of the Understanding Slavery Initiative.

Context
The Understanding Slavery Initiative is a major, innovative museums' research and development programme. It seeks to redress the balance in the teaching of the history of the Transatlantic Slave Trade in museums and classrooms at key stage 2 and 3, within the History and Citizenship curricula.



The National Maritime Museum, The British Empire and Commonwealth Museum, National Museums Liverpool and Bristol City Museum and Art Gallery initiated the Understanding Slavery Initiative partnership to promote a better understanding of the history of slavery, and to instil a sense of shared responsibility for its consequences today.



The Understanding Slavery Initiative (USI) is seeking to recruit a national consultant to undertake research during 2004-05 into the development of teacher training support/ provision for ITT and CPD with regard to developing knowledge, understanding and skills to teach this sensitive subject in the classroom.



The development of teacher training support/ provision for ITT and CPD to support the development of knowledge, understanding and skills is a key priority for USI Phase 2.

Brief for ITT and CPD National research project


 This research project aims to:


 Scope the existing approaches to History and Citizenship training at ITT and CPD level as determined by the TTA, DFES and MLAC.




Understand the key needs of ITT and CPD providers to with regard to developing understanding and teaching methodology used for sensitive subjects such as slavery within the classroom.


Develop a clear understanding of the ITT and CPD priorities and agendas for the development of history teaching and opportunities for historical approaches within citizenship teaching.


Learn from any existing models of good practice, which build the confidence of educators to explore and teach the sensitive issue of slavery and its legacy through effective pedagogical approaches.



Understand how the use of e-learning resources is developing within ITT and CPD for the subjects above.



Identify any relevant training opportunities to deal with teaching sensitive issues more broadly, particularly any approaches using objects and collections.

The process should aim to build on the resources and approaches developed in Phase 1.



Report

The report should be a very practical report.



To summarise national and regional ITT and CPD provision in the specified areas.


To make recommendations for the USI project in terms of the potential partnerships and collaborations with CPD and ITT providers within the national framework that would enable effective participation in the delivery of ITT and CPD to deliver the USI aims and objectives.

                       

To make generic recommendations for the USI project and partnership members to develop capacity with ITT and CPD providers with regard to the subject matter.



To make specific recommendations for the USI project with regard to approaches and structure of format of training/ development/ learning opportunities through e-learning products (such as video conferencing, accredited e-learning resources for ITT, CPD resources).



To provide a clear list of action points/ projects to come out of the report with identified partners and outcomes to inform the direction for the Phase 3 bid for 05-06.




Methodology


The consultant will provide a proposed methodology and timetable that will deliver these aims and work within the overall project timetable. The methodology will be discussed further when agreeing the brief with the successful candidate. Elements could include:



-         consultation with key national courses, organisations re needs where indicative and key in shaping national trends

-         Understanding of national and regional context for ITT and CPD

-         identification of good practice

-         identification of proposed pilots and potential partnerships to deliver these



The proposal should outline exactly how you propose to undertake this work with in the schedule. The approach could involve a certain amount of questionnaire based material as interviews and a few in depth case studies.




Relationship of national consultant with regional consultation work


The national consultant will be responsible for co-coordinating the work of regional four researchers working in the regions (Bristol, Liverpool, Hull and London). This will include attending a joint planning/ briefing day, agreeing the methodology and coordinating the process.



The regional researchers will look at consultation with key regional ITT and CPD stakeholders and teachers to explore in more detail the opportunities for local collaboration, partnership and delivery. These individuals will be recruited regionally and affiliated to the appropriate regional partner.

Interviews planned for Tuesday 2 November

Planning and briefing meeting Mid November

Final report Mid February




Budget


National Co-ordinator/ Researcher - estimate 30 days work:

1 day workshop

3 days preparation

9 days co-ordination and visits to regions

5 days desk-based research

5 days visits

4 days report writing

3 days attending steering group



£8000 (including VAT) plus travel
