I remember speaking to Paul Blenkhorn from the UMIST computer science
department about this three or four years ago. He did have some intentions
of developing a Punjabi communication aid at the time. Not sure if anything
was subsequently developed. If not, I'm sure he can point you in the right
direction. You can get in touch with him through the UMIST website:
http://www.co.umist.ac.uk/dept/staff_list.php . There is also a tremendous
amount of research work going on in Indian language processing and
recognition at the Indian Institute of Technology which has branches all
over India. Try http://www.cse.iitk.ac.in/users/langtech/. All of
Microsoft's best programmers come from there!
