I would like advice on how to compare the variance of a particular variable between and within regions.

Consider a country which is divided into 10 regions each of which is further divided into 5 districts. For each of the regions and each of the districts I have information on the change in the level of employment (or some other economic variable) over a certain period of time.

What I would like is some way of quantifying whether variation in the change of employment is greater within regions or between regions. To put it another way if we compare districts in different regions is there any variance over and above that which can be explained by the variance between their host regions.
