Apologies if this has already been mentioned, but I haven't noticed.

The Information Commissioner has released his corporate plan for 2004 -
2007. Whether you read the whole thing is up to you, but the headlines from
the press release state that Mr T is making Freedom of Information his
priority, with a more "practical, down-to-earth" approach to Data
Protection. In his role of enforcer, he intends to be "firm but fair,
prepared to take risks", and overall, he wants to be "more proactive" and
"more customer-focused".

This sounds like a different ICO to me, although whether they manage it
remains to be seen.
