5th European Conference on Health Economics (September 8th-11th 2004)
 
Dear Colleagues
 
LSE Health and Social Care at the London School of Economics and Political Science is hosting the 5th European Conference on Health Economics. The conference will be held at the LSE site in central London. It will be opened by Professor Julian Le Grand at a reception on the evening of Wednesday September 8th, and will close with a reception at lunchtime on Saturday September 11th 2004.
 
The conference will be open to presentations from all areas of health economics, including (but not limited to) financing and resource allocation, economic evaluation, econometrics in health economics, incentives in health care, equity in health and health care, outcomes evaluation, pharmaceutical economics, social care and mental health economics. 
 
In addition, one of the conference streams will be organised by the European Health Policy Group (EHPG), a forum that encourages multidisciplinary discussion (for example, between economists and political scientists) in comparing health sector reform in different European countries. The specific theme for that stream will be regulation in health care. Conference registration
 
The registration fee does not include accommodation but does include the opening and closing receptions, the conference dinner on the evening of September 10th, lunches on September 9th and 10th, teas/coffees throughout the conference, and all conference materials.
 
The deadline for early bird registration is Monday May 31st 2004. The early bird registration fees are as follows:
 
Full time students: Euro 100 or £70 sterling (required to show their student cards when registering at the conference)
Academic / public sector / charity: Euro 350 or £245 sterling
Private sector: Euro 700 or £490 sterling
 
For those registering after May 31st 2004, the fees are:
 
Full time students: Euro 150 or £105 sterling
Academic / public sector / charity: Euro 450 or £315 sterling
Private sector: Euro 900 or £625 sterling
 
Please note that cheques can be made in either Euros or pounds sterling, but credit card payments have to be specified in pounds sterling.

Cancellations before Friday July 16th 2004 will be subject to a 25% administrative charge. No refunds will be made after this date.
 
 
Abstracts 
 
Abstracts should be submitted to: [log in to unmask]
 
Each abstract will be anonymously refereed by two reviewers, and the process will be overseen by the chair of the abstract review committee, Jose Luis Fernandez. Abstracts should be no longer than 300 words, and should have the following structure whenever appropriate:
   
    - Title
    - Author (name and affiliation)
    - Objective
    - Methods
    - Results
    - Conclusion
 
Accepted abstracts may be assigned to either an oral or poster presentation session.
 
The deadline for the receipt of abstracts is Monday February 16th 2004. 
A decision will be made on the abstracts by Wednesday March 31st 2004. 
 
 
Organised sessions
 
There will be up to eight organised sessions at the conference. Each organised session should consist of four 15 minute presentations. To be considered for an organised session, a proposal needs to be submitted to [log in to unmask], and should include the following: title and rationale for the organised session, brief details of each of the presenters and chairperson, and a 100-150 word description of each of the presentations.
 
Organised session proposals will be peer reviewed in a process overseen by Franco Sassi ([log in to unmask]), to whom queries about the suitability of proposals may be directed. The deadline for receipt of organised session proposals is also Monday February 16th, and an acceptance/rejection decision will be made by Wednesday March 31st 2004.
 
 
Plenaries
 
There will be two plenary sessions at the conference.
 
Professor Richard Layard will be speaking on happiness. Professor Layard is Co-Director of the Centre for Economic Performance at the London School of Economics, and since 2000 he has been a member of the House of Lords. He has written widely on unemployment, inflation, education, inequality and post-Communist reform. He was an early advocate of the welfare-to-work approach to unemployment, and co-authored the influential book Unemployment: Macroeconomic Performance and the Labour Market (OUP 1991). From 1997-2001 he helped implement these policies as a consultant to the Labour government. 
 
The second plenary speaker is yet to be confirmed. 
 
 
Student Prize
 
There will be one prize, worth Euro 700, sponsored by Innovus and presented to the best paper written by a full time student. To be considered for the prize, papers should be no longer than 7,000 words and submitted to the chair of the student prize committee, Maria Raikou, at [log in to unmask], by Monday May 31st 2004.   
 
 
Hardship Fund
 
Financial support will be offered to some of those who otherwise would not be able to attend the conference. A condition of being offered financial support is that the delegate must submit an abstract to present a paper. Acceptance of the abstract for oral or poster presentation will not, however, be a condition of receiving support. Moreover, applicants must be resident within a European country.
 
Those who wish to be considered for financial support should send a statement of no more than one side of A4, that makes a case for why they should receive support. Statements should be sent to the chair of the hardship fund committee, Monica Oliveira, at [log in to unmask], by Friday March 19th 2004.
 
 
Accommodation
 
Delegates are responsible for booking their own accommodation. Suggestions are as follows:
