The answer is clear to me: as this whole episode was to take over 5 hours, there had to be a way to "get Tony off the books" so to speak in less than 4 hours to meet targets and so he was "pushed" to some other place... Indeed, the Prime Minister himself is leading the way with respect to four- hour exceptions! AF
