        Access to Information in Local Government

        The Constitution Unit and Capita Learning and Development are
holding a conference for local government officers and members on 15 October
2003 in central London.

        Speakers include:
*       Graham Smith, Deputy Information Commissioner
*       Paul Simpkins from the City of Bradford MDC who will explain how FoI
fits with local government access legislation and the Data Protection Act
*       Maurice Frankel will lead an interactive session on contracting and
procurement
*       Mirza Ahmad, Chief Legal Officer at Birmingham City Council who will
discuss making your publication scheme work for you
*       Megan Carter from Australia who is an expert in implementing FoI,
setting up systems and training staff and has worked for many years for the
Irish government on FoI implementation and training.

        An optional beginners breakfast briefing will give you the chance to
get up to speed on FoI basics.

        In the afternoon there will be practical workshops where you will be
able to work through problem based scenarios written with the local
