Having lived on both sides of the fence (as a former SMR manager, now a consultant working primarily on conservation-related projects), I can sympathise with the pressures involved in servicing an increasing demand for SMR information at a time of ever-decreasing resources. I would therefore completely endorse Alex Hunt's comments as to the pressing need for securing core funding for SMR services. In the meantime, an observation. There seems to me no logic in the approach which provides information free to farmers or landowners, but charges consultants who have been commissioned by the same farmers/landowners (Cambridgeshire: ouch!). In such cases, I would have to adjust my charges to account for SMR charges, so it would be the farmer/landowner who paid anyway.
