There is no free source for Eurostat data and the EEA is broader than Eurostat's remit although sometimes there is data for the non-EU EEA members.
On the free side, the Commission did publish some data regularly in the past in the European Economy series.
The last issue on the business survey of capacity utilization was European Economy Supplement B, No. 11, 2001:

Capacity utilization is published in the monthly Panorama of European Business Statistics.

I could not identify any EU figures on the growth rate of consumption in the manufacturing industry. I would advise checking with a Eurostat Data Shop to see if it is even collected.

Since the demise of R-Cade does anyone have a suggestion for a contact for obtaining EU statistical data - Eurostat I guess?
