The central metadata field we are concerned with here is element # 23 : SUBJECT, where we are obliged to use at least one term from the Government Category List (GCL) - see http://www.govtalk.gov.uk/interoperability/gcl_faq.asp Possible refinements to this metadata field include the addition of keywords "chosen from a controlled list or a specialised thesaurus or taxonomy". Is it here that your working party might provide an appropriate functional business classification scheme for all local authorities? I guess also that the APLAWS scheme fits here - see http://www.aplaws.org.uk/products/product_acl.cfm Further refinements to the SUBJECT field include the addition of a process identifier, like CUPID - see http://www.leap.gov.uk/xpedio/groups/public/documents/standards/000715.pdf Another metadata field related to this discussion includes element # 24: TITLE, the formal title of the document. Is it here that your working party will provide guidance? Note that element number 13: IDENTIFIER can be refined to provide a "Fileplan ID". Will the working party exploit this? Finally, element # 3: AGGREGATION is relevant. Will your naming conventions be applicable at the document and/or folder level? Please note that this e-GMS also includes new Records Management metadata and is issued for consultation ending 8th April 2003 (though, I'm not sure why the PRO's website doesn't mention the consultation). I think it is our duty to review and send feedback, and I would be happy to co-ordinate a response from this list - send comments to me either on or off-list by 31st March please.
