What Neil says is true. You could try asking your local OS agent nicely,
especially if you don't have too many points to capture and you are buying
the maps in anyway. We had to buy a complete set of the 1:500 1st epoch maps
for Worcester as there was no other available set to copy.

I have been informed (perhaps unreliably?) that the OS now charges for the
grid references for the corner points of the early maps on a per sheet
basis.  You cannot georeference your scans without these coordinates.
