Details of the extaordinary new developments in bomb-deflector technology, on which the Mk11 were based, were unfortunately lost when the archive store was destroyed by a fire.
This disaster lead directly to the development of the "Prometheus Homeopathic Fire Detector/Extinguisher" - another relatively short lived, nay defective, technology from the Haworth-Wimmering school.

Spigot mortar? I don't think so...This is a Haworth-Wimmering prototype bomb
deflector. The central pin shows that it is Mk 2, dating it to the second
half of August 1940. The superstructure has been destroyed by a bomb. I hope

My belated military advice also suggestes that this was used for mounting a
gun or mortar covering both road and railway. Apparently there's a website
(sorry, I don't have details) dealing with WW2 defences.

The closest we have come up with is the spigot mortar mount shown in the CBA
20th century defences in Britain book (2nd ed. 2001, p.92). We do like the
'Trojan Mine' concept though.
Have you tried pouring water down the tubes to find out if they go anywhere?
