In the UK there are several design perameters to consider when selecting a 
surface course material

The aggregate used is selected based on the traffic levels and also the 
location of the road in terms of the severity of the manouevres carried out on it

Regarding the form of the material whether impervious macadam, stone mastic asphalt etc etc
you would need to talk to a highway engineer familiar with those materials suitable for the
 local climate and what you prodice locally may be a cheaper option than brought in....
