Good question. I feel the answer is not so straightforward  - it's part of the broader 
picture of career development through doctoral education. Phil Agre's classic 
resource on developing a career via 
doctoral education provides lots of info and analyses in this context

There was also a  recent set of articles in New Scientist that goes over some
 of this ground and might be useful, If you are interest  is in engineering 
design, in the UK the professional doctoratye, the DEng,  is a much higher status
 than a PhD and for that it doesn't matter where your first degree was undertaken.
