Subject: [JRL-STAFF] Important Copyright Change: DSU

Yes, I know it's terribly dull, but could all staff who deal with
enquiries about, or handle requests made via, the JRULM's
Inter-Library Loan service please take note of the following
important change:

As a result of the introduction of a European Union Directive,
the rules governing Inter-Library Loan requests for photocopies
have changed. As a result, we are introducing new photocopy
request forms. Leaflets are being distributed to users of DSU
explaining these changes.

From Friday, 31 October 2003, Library users who wish to
make a request for a photocopy via our Document Supply Unit
must indicate whether the material they are requesting is for
purely private study or research, or will be used for commercial
purposes. 'Commercial' in this context means any activity which
is intended to raise money (even if that money is for charitable
purposes). If a request is for material which will be used for
commercial purposes, then a copyright fee will be charged in
addition to the usual charge for the request. This copyright fee
varies according to the material requested.

The new (white) Inter-Library Loan request forms, which
require Library users to declare whether or not their request is
for commercial purposes, will be introduced on Friday 31
October. The old (white) request forms will not be accepted
from that date.

Would staff who deal with such requests when DSU is closed
please note the following revised procedures:

ACCEPTING REQUESTS:

Before accepting an Inter-Library Loan service request for a
photocopy, please check that the back of the form has been
completed.
If the person making the request has indicated that the request is
for purely private study or research, the existing procedures
should be followed.
If the person making the request has indicated that the request is
for commercial purposes, go to
http://www.bl.uk/services/document/searchserials.html#current
and find the title of the serial. A copyright fee will be indicated.
This fee (which IS refundable if the request cannot be satisfied)
should be charged in addition to the normal request charge and a
receipt provided.

If you would like more information, please contact Joan Lowe
or myself.

Regards

David
