It will certainly be needed on the WNs for the gppmon map but also
for updating the CRLs which are also fetched with wget.

Also there would be problems with http transfers using globus-url-copy,
I have never found a way of making this respect a web proxy. In
the past LHCb have made use of globus-url-copy and http for sucking
jobs in.

And also the orginal gridpp map ran a webserver on 2811 as well
to avoid this problem, 2811 being needed for GridFtp anyway.
